5. Score Policy Compliance by Team
Rate each team on a 3-point scale (Consistent, Inconsistent, Non-Compliant) across four dimensions:
- Documentation: Are attendance records complete and up to date?
- Classification accuracy: Are absence types coded correctly per the crosswalk?
- Progressive discipline application: Are warnings and escalations applied at the thresholds defined in the policy?
- Payroll-code accuracy: Do attendance records match payroll entries?
A team scored "Consistent" on all four dimensions is operating within policy. A team scored "Inconsistent" on one or more dimensions needs targeted training. A team scored "Non-Compliant" on any dimension requires written enforcement action and a re-audit.

6. Draft the Audit Report
Summarize findings by team. For each compliance gap, identify the root cause: training (the manager did not know the rule), tooling (the system did not support the workflow), or policy clarity (the policy language was ambiguous). Assign a severity rating to each finding based on its impact on payroll accuracy and compliance defensibility.
The audit report is the artifact that justifies enforcement actions and tooling investments. Write it for a reader who was not present during the audit. Include the data, the interview findings, the scoring, and the root-cause analysis in a format that can be presented to HR leadership and retained for future reference.

7. Issue Enforcement Actions
Deliver written enforcement notices to non-compliant managers. Schedule remediation training for teams scored as "Inconsistent." Set a 30-day re-audit date for the highest-severity gaps.
