4. Check Multi-State Employees
For employees who worked in more than one state during the period, verify that the more generous state rule was applied to each day's hours. An employee who works Monday through Wednesday in California (daily OT after 8 hours) and Thursday through Friday in Texas (no daily OT) must have California rules applied to the California days and Texas/FLSA rules applied to the Texas days.
Do not apply a single state's rules to the entire workweek. Each day's hours must be governed by the jurisdiction where the work was physically performed. If your time system does not support per-day jurisdiction assignment, flag these employees for manual review every period until the system configuration is updated.

5. Identify De Minimis Time Gaps
Flag any time records with rounding patterns that consistently round down employee time. Review the rounding results across the workforce for the period. If the aggregate rounding effect is neutral (roughly equal time added and subtracted across employees) the rounding policy is likely defensible. If the aggregate consistently reduces employee time, the policy may create overtime underpayment liability and should be escalated to the payroll manager and legal counsel.
Expected outcome: Rounding patterns are reviewed for the period, and any patterns that consistently reduce employee time are flagged for escalation.
6. Produce the Misclassification Exception Report
Compile all flagged records from steps 2 through 5 into a structured exception report with the following fields per record: employee ID, date, original pay-type label, flagged issue description, and recommended correction. Sort the report by issue type (manual override, daily threshold failure, multi-state error, rounding concern) so the payroll manager can review and approve corrections by category.
