1. Establish the Forecast Model Structure
Prerequisites

- 12-month labor cost baseline (Procedure 1 output) for seasonal pattern reference
- Approved headcount and schedule plan for the forecast horizon
Build a 13-week rolling model (spreadsheet or system-based) with the following columns for each week:
- Scheduled hours (by department)
- Projected pay by code: regular, overtime, double time, shift differential
- Employer cost burden (FICA, FUTA, SUI, workers' comp, benefits allocation)
- Total labor cost
